The Working Lads' Institute seems to have been successful in attracting significant numbers of young men due to the range of facilities on offer, particularly the accommodation element as this part of London had a long history of severe shortage of clean, affordable places to sleep. The...I remember the Mechanics Institutes very well. The movement began in 1800 in Glasgow when they gave lectures to local mechanics about new technology. The lectures were extremely popular because they were initially offered without fees, at the time when formal education was mostly unavailable to workers.<br /><br />But you are referring to a different population (younger) and a different motive (to keep the lads' moral values clean).
